These differences affect budgeting, planning, order tracking and catalog record maintenance. Illinois State University launched a PDA project in 2011 to improve access and discovery to electronic books. Simultaneously, CARLI launched a consortial print PDA project to bridge a gap between ownership and interlibrary loan, and to set the table for the development of a consortial eBook PDA.
