Due to problems with managing authorities in ALEPH, the NAAUG (currently ELUNA) membership in 2001 and 2002 approved three separate enhancements to improve the handling of authority records in the ALEPH system. In 2005 an ad hoc group was formed to provide guidance for specifications to be included in version 18.
